I always found that to be incredibly ridiculous. The crazy ways our body is able to repair itself you would assume we would evolve a mechanism to self repair neural tissue!

Neural cells naturally die too. It's called synaptic pruning. If you don't use it (or you damage it), you lose it.

Yes they do actually. Proven by new research oh Human has learned to regrow brain cells in time but u won't have as many as you were born with.
