What kind of program would I need to make computer games?

You just need a compiler to compile the code into a game.

Games can be written in any language, if I am not mistaken. Though the must used one is C++. I heard RuneScape was written on Java. C# for Microsoft games. But C++ is more universal.

Microsoft has a few programs to write games, but you have to be working for microsoft to even use them..

I only know this because some xbox1 os are illegal because they are made with them.

Not really. You can use C# and the XNA framework without having to work with them, or without even having a 'license'. Remember that Microsoft has Express versions of all their programming languages. And if I remember correctly, the XNA framework didn't have an express version, because it already is completely free.

it was just one of their programs.. i don't remember what it was, I just remember them pitching a fuss over it.

To run the basic functions of a game your best bet would be a good C code compiler. As for making characters and other three dimensional parts of a game, it definitely makes things a lot easier with Maya and Poser.
