A leap year is a year with one extra day, added to February, so that it has 29 days.
Leap years happen every four years, so 2008 was one, the one before that was 2004, and the next one will be 2012.

Expansion: leap years were created to compensate for the slight imperfection in time it takes for the earth to complete its revolution and rotation around the sun.

I would say the imperfection was in our calander not the other way about. The Mayans seemed to manage just fine.

It takes the Earth 365.25 (that's 365 and 1/4) days (periods of 24 hours, of course) to revolve around the sun, so every four years, we add a day to make up for the lost time.

So its the fault of the time system, or rather ppl's laziness and want to keep things round.
