Depends on where you live. If it is a public street, and there are no overnight or any other parking restrictions, and the registration is up to date, the car may remain where it is for the next 100 years.

Go to an auto parts store.Buy a locking gas cap for the car.Hopefully the cars owner will wait until he is just about out of gas before he stops to fill up.SURPRISE!Guess what ASSHOLE no gas for you! Hope you run out on the way home.Super Glue in the locks is fun too.Top it off with a bottle of deer lure available at anyplace that sells hunting supplies.Or better yet,kill his parents,make chili out of them,then feed them to him.

	The last option may be the best in this type of situation.

I would try to speak with them face-to-face, or leave them a note on their windshield. Let them know that you do not like it and you would prefer them not to keep their car there.
