Why do some PC games require the disk to be in the drive to play?

Parasyte: Spore (which I got through a disk; not download) doesn't require the disk to be in the drive to play, but all my other PC games do.

Also, why do console games not need the game installed onto the hard drive to play, but PC games do? Why can't PC games just read off the disk, like consoles?

Having the disk in allows some files to be installed, but some not. It also is a primitive form of copy protection.

Gotta agree with the guest - with 2011 disk space is also so cheap that there really is no reason for keeping up with this practice anymore.

Its for copy right protection. Nothing more!

You can also search Google for the files and some code so that you can launch the game without the CD in the drive.
