Bulletproof vests use layers of very strong fibers to catch and deform a bullet, preventing the bullet from penetration. When the bullet makes contact with the layers of fibers it spreads its force over a large portion of the vest. The person wearing the vest still absorbs the bullets energy, it can hurt bad. Some people dealing with heavier fire power put metal plates into the vest for a secure way of deforming the bullet.

Truthfully, there is not such thing as bulletproof. Its just bullet resistant. They tend to be made of ceramic and kevlar to dissipate the energy of a projectile. There's some funny history behind bulletproof vest though.

the first guy to make themused mostly ceramic I think and he tried to get the cops to start using them, but they didn't believe it'd work, so he actually tested it on himself in front of them. The cops were horrified, but it worked, and then the tech just kinda jumped from there.
