How do I save a file as an MP3 with Audacity?

Parasyte: I can shorten it, which is what I was trying to do, but I can't figure out how to save it as an MP3, and all that junk. I was able to export it as a WAV, but it wasn't shorter after I did that.

What is the issue with my computer?

Deviant Audio: My network adapter likes to go screwy sometimes. It will seemingly arbitrarily cease functioning until I reboot. Even then it may take a few reboots to properly continue.
